1:- The public. However,
there are certain exclusions, like national security, but even with that the
principles have to be agreed by the public, as does the security budget. Top

NPS ? (a) vote using voters credits on a numbers 'for' 'against' etc.
(b) feedback information from other reps/higher levels/international levels.
(c) meeting international representatives etc.
(d) monitor civil services.
(e) monitor private services.
(f) chairing sub-committees.
(g) if elected for a cabinet position, they would head a government department. (h)
etc. etc. In other words, carrying out all the functions of parliament that a
representative should, and
generally do, but the decisions are made by the public, except in times of
emergency when they can
act in an exec mode, but having to justify their decisions to the electorate
afterwards.

3. I would like to make a
proposal, how is it done? By
submitting your proposals to your community officer.
Any proposal's being put forward, should be presented in a common
format, itemising advantages/disadvantages, cost/return, how it's to be funded
etc. Whilst the probability of being able to complete the form at proposal time,
is extremely unlikely, it would remind people that everything has a cost, and
that cost has to be justified, as it comes out of someone's pocket.
Proposals for action should be submitted to an investigative committee only if
passed by the proposing community i.e. preliminary screening. It should also
have a 'revision' period attached, what maybe 'good' for a short period, can be
disastrous if run unchecked without a specified end/revision. Whilst 'for' and
'against' committees would/should pick up most potential problems, nothing is
perfect, and 'unforeseen circumstances' do happen. Top

work odd hours, and I'm often away for
some time, what do I do? Providing you
have setup a means of contact with one of your community officers, or your
spouse etc. via email/fax/telex you can contribute as normal. Telephone contact
is possible providing you verify your responses on your return as the validity
of your vote is YOUR responsibility. Top
